By researching this issue, I've seen many members fix this by cleaning the belt itself. Some have to remove the retractor mechanism, clean it as well, re-lube it, and put it all back together.

I found both the TSB's relating to slow seat belts (05-16-11 & 04-24-21). It looks like the parts kit (3L2Z-78611D70-AB) is Ford's fix for almost all models that have this problem.
