WebYes, but if I understand it correctly, you rank up by earning credits via actions of combat, trade or exploration, and a DSS costs a lot of credits. Step 1: reset new account save. Step 2: do a wing mission as close as possible to the starting systems on your main account. Step 3: wing with a friend once complete.
