I see the message LOG: parameter "idle_in_transaction_session_timeout" changed to "600000" in the logs, so I know the setting has taken. The query has finished, if the query was still running the connection would be shown as active. The code that initiated the query, forgot to end the transaction by calling commit or rollback.
