You're going to need to use engines and a steering wheel ( or a lot of paddles ) to get there. You should have found the blueprints for those in Vasagatan. It can take forever to find all the treasures on a big island, and you don't even know if you got them all or not as it can be a range. Balboa is 3-6 treasures.
